Tory "objects" to the passage of the metal theft bill

In November last year the Prime Minister David Cameron said the government was "determined to put a stop to this really appalling crime" and "The theft of metal, particularly from war memorials, is an absolutely sickening and disgusting crime," 

However today the Labour MP for Hyndburn Graham Jones metal theft prevention bill which was due to have its second today was objected to by the Conservative MP, Greg Hands who is a government whip. 

So when the PM said "the government was working to come up with a plan to tackle the problem and it would involve looking at the regulation of scrap metal dealers". But when they had a chance to get this process started a government whip shouts "object".
